Abstrakt

The aim of the compilation is to present some of the most important aspects of regional policy by using a short summary showing its tasks and instruments, changes in evolution, problems and remarks in the light of debate on the project of Treaty establishing the European Constitution. The composition consists of seven units where the author presents legal rules and the field of regional policy supported by Treaty establishing the European Community. In the next chapters the changes of regional policy are elaborated, its general aim initiated by Treaty of Rome resolutions and successive development since 1957 until nowadays. It is done by creation of European Investment Bank, Directorate General for Regional Policy, provision of financial supplies, etc. The next units present the aims of regional policy realized on the basis of regional policy between 2000 and 2006, the importance of Community initiations and the means of  financial grants by structural funds. The next necessary aspect of regional policy discussed in this composition are its principles which are the basis of  community regional policy. They are also used in tests of Commission of the European Communities while coordination and regional policy financial support by the Member States. The chapter about the debate on regional policy in constitution, which was in the center of interest during The European Convention held on 25 June 2002 and 6, 7 February 2003 concerning works of Local and Regional Authorities, is one of the most elaborated. The unit shows, talked over in discussion, problems of future regional policy and the opinions of the debate members who were the observers of Committee of the Regions. The discussion considered the future of  Committee of the Regions its relation between other community institutions and development in its field. In this chapter the author relates to the principle of subsidiarity using the opinions of debate members in this field and presents the importance of local as well as regional meaning in Europe. He also points the need to include Local and Regional Authorities in the process of making decisions in EU. In the point about debate on constitutional treaty the right of Committee of the Regions to actions to European Court of Justice in matters considered principle of subsidiarity was noticed by the members. The author also presents the project of constitutional treaty on the basis of legal rules considered regional policy, included in the third section of treaty entitled .Economic, Social and Territorial Cohesion. The last unit presents author’s conclusions and remarks created while writing this composition. The most important conclusions are those about lack of determined positions as well as precise and interchangeable notes in the project of constitutional treaty which allows the right intentions of Union considered regional policy. Moreover, the absence of definition of region and the lack of  regional policy organization principles were noticed.  In the last part the issues of Committee of the Regions, its role and changes in the own power of decisions in regional policy are talked over, due to the fact that this institution is the closest to the citizen, being a strong representative of local societies, ensuring the citizen the most important influence on community actions and what’s more, increasing the participation of local selfgovernment in European regional policy.
